Laboratory for Research
and Development of Information Society, headquartered at the Department of
Information Systems (DSI) of the EEUM, carried out a new edition of the report “Index
of Internet Presence of Municipalities”
During the session, the most recent results of Ipic report, which aimed at evaluating the Portuguese municipalities’ online presence, were presented. The event also included the award ceremony to the top three municipalities in the general ranking as well as the winner of each subcategory.
The public presentation of
the 8th edition of the Index of Internet Presence of Municipalities
(Ipic2016) took place on the 17th October, in Lisbon. The session
counted on the presence of University of Minho’s team responsible for the
assessment as well as a representative of the Secretary of State for
Administrative Modernisation and from the National Agency for Administrative
Modernisation, representatives from Microsoft Portugal (which supported the 8th
edition of Ipic and hosted the session). Political representatives from the awarded municipalities also participated.
The University of Minho/GÁVEA’s team responsible for
the assessment was constituted by GÁVEA researchers Luís Miguel Ferreira and David
Leal and also Delfina Sá Soares, Assistant Professor, and Luís Amaral, Associate
Professor, both professors from the Department of Information Systems (DSI) of
the EEUM.

In this edition, the Municipality
of Alcochete was the winner of the general ranking, followed by Arcos de
Valdevez and Sesimbra. According to the research team, “the general results
have revealed a substantial performance progress as far as online presence of
Portuguese municipalities is concerned, although there is still room for
improvement, namely regarding the quality level of interactions with citizens
and services available online”.
In order to assess the
index, 308 municipal websites are analysed and classified by direct observation
according to 32 disaggregated indicator groups gathered in 4 criteria (Content:
type and update; Accessibility, browsing and user-friendliness; Online
services; and Participation).
