With the aim of investing
and reinforcing the internationalisation activities, the School of Engineering
of the University of Minho (EEUM) participated in a partnership with PALOPs,
related to the project PASP PALOP-TL.
The PASP project, which involves the PALOP-TL countries (Portuguese-speaking
African countries and East Timor), is a project to support the quality
improvement and proximity of PALOPs and East Timor public services. Some
professors from the Department of Informatics (DI) and the Department of
Information Systems (DSI) – both from the EEUM – traveled to Angola, Mozambique,
Guinea, Cape Verde, São Tomé and Príncipe and East Timor with the aim of
integrating a network of linguistic and cultural cooperation through a set of
training actions.
“UMinho has been acting as the main player of higher education at the
master and doctoral programmes’ level. This new space/type of training allows
to reinforce the local perception about UMinho as a University of first
choice”, Luís Amaral, Associate Professor from the DSI of
the EEUM, clarified.
For one week, the professors went to the six countries to hold seminars,
workshops, and show all the work that can be done related to public services
and e-government in the PALOPs. Regarding the importance of bringing this
knowledge to the PALOPs, the researcher has no doubt that the sharing of
experiences between developed and less developed countries is very fruitful,
since it is always possible to reach an understanding between the communities
of the countries. “The public administrations of these countries are very
similar to ours – for historical reasons –, which means that Portugal has a
favorable position in international cooperation to help these countries in the
modernisation of their administrations”, Luís Amaral reinforced. The training
lasted two weeks and counted on four courses: Project Management in Information
Technologies, eGov Strategic Planning, Information Security, Open Data and Big
Data, and Data Analytics.
The PASP PALOP-TL is a project financed through the 10th
European Regional Development Fund of the European Union, co-financed and
implemented by the Portuguese Instituto Camões, with the support of the
Portuguese Agency for the Public Services Reform.
